Carmen has more than 18 years of experience in the fields of Development and International Cooperation, of which 10 has been dedicated to managing programs
and projects in different Latin American countries such as Guatemala, El Salvador and Ecuador. She is an economist from the University of Salamanca in Spain,
she has a degree in Gender Studies from the Rafael Landivar University in Guatemala and a master's degree in Political Science from FLACSO in Ecuador.
Prior to joining UN-Habitat in 2012, Carmen worked in the United Nations Development Program (UNDP), in the Spanish Agency for International Development
Cooperation (AECID) and in several foundations such as the Club de Madrid. He has specialization in international development management, democratic
governance and sustainable urban development. He has published numerous articles and reports on development analysis and teaches at many universities.
