He is a doctor in Medicine and Surgery, Professor of Cell Biology at the Faculty of Medicine of the University of Murcia, of which he was vice-rector of Research and Infrastructures from 1992 to 1994. He was also in charge of the Rector's Office of the University of Murcia from 1998 to 2006.
Academic number of the Royal Academy of Medicine, entered the regional government as deputy of the Popular Parliamentary Group in the Regional Assembly in May 2007. From July 2007 to 2011 he was in charge of the portfolio of Public Works, Housing and Transportation, assuming afterwards, new competences in matters of Ports and Territorial Organization. Later, he was spokesman for the regional government and advisor to Universities, Business and Research until the arrival of Alberto Garre.
