Mayor of Seville since June 2015, Spain. He was Minister of Housing and Territory Planning of the Junta de Andalucía from 2008 to 2010 and senator from 2010 to 2013.
For fourteen years he has been linked to the Ministry of Environment of the Junta de Andalucía occupying different responsibilities.
His professional career as legal advisor to the Environmental Agency in 1989.
In addition, since 2002 he is a member of the National Climate Council of Spain and coordinator of the Monitoring Committee of the Andalusian Strategy on
Climate Change. In 2004 he was part of the Permanent Commission that drafted the Spanish Climate Change Strategy and promoted the Cities for Climate Network.
