He has a degree in Literature from
University of Chile and Doctorate in Hispanic-American Literature for the
University of Georgia, in the United States.
He is a career diplomat. He has exercised diplomatic functions in Europe and before
United Nations agencies.
He was in charge of the technical team that carried out the educational reform in
Bolivia between the years 1994 and 1996.
Director of the Bolivian Diplomatic Academy between 1996 and 1997.
He has been a Full Professor in the Literature Career at the Universidad Mayor de
San Andrés in Bolivia between 1991 and 2003.
Between 2003 and 2005 he was Minister of Foreign Affairs of Bolivia,
during the Presidency of Carlos Mesa.
Since 2006 he is Director of the Ibero-American Conference in
Ibero-American General Secretariat, in Madrid. He has participated in 16
Ibero-American Summit.
