Mayor of Madrid. He graduated in Law in 1965 at the University of Valencia, the year he joined the Communist Party of Spain. 
After leaving the militancy in the PCE, Carmena began to practice in the judicial career in January 1981. In 1996 she was a member of the General Council 
of the Judiciary and founder of the Association Judges for Democracy. 

In 1986 he received the National Prize for Human Rights.
